Plumbing permits in San Antonio

San Antonio's Licensed Self Reporting (LSR) program lets a licensed contractor replace an existing water heater connected to the existing venting, gas or electric circuit in the same location, and then get the permit within three working days after finishing the work. LSR also covers replacing a water softener or purifier or a toilet with the same type. It does not cover a different type or size, such as tank to tankless, tankless to tank, or electric to gas. (source: City of San Antonio Development Services)

After an LSR permit is issued, the owner is notified in writing and can choose a city inspection instead of accepting the contractor's self report. (source: City of San Antonio Development Services)

For residential plumbing trade work, a property owner may get an MEP trade permit for an existing residence if the owner personally does the work and it is their homestead. (source: City of San Antonio Development Services)

Statewide rules that apply here

Texas plumbing licenses come from the Texas State Board of Plumbing Examiners (TSBPE). There are four license types: Tradesman Plumber Limited, Journeyman Plumber, Master Plumber and Plumbing Inspector. Licenses renew every year, and every licensee needs six hours of continuing professional education to renew. (source: Texas State Board of Plumbing Examiners)

A property owner does not need a plumbing license to do plumbing in the property owner's homestead (Occupations Code 1301.051). Your city can still require a permit and inspection. (source: Texas Legislature)
